Аннотация: The article examines the possibilities of the materials of the journal "Cine-phono"to act as historical sources on the development of national cinema at the time of its formation. The discussions of the greatest interest for potential researchers, unfolding on its pages, were revealed: about the phenomenon of cinema, about its relationship with the authorities, about the reflection of the main current events in the development of cinematography, etc. by the residual principle. Analysis of the materials of the journal "Cine-phono"made it possible to single out in 1907-1916 three periods in the formation of provincial cinematography (1907-1908 cinematography mastered territories outside the boundaries of capital cities; in the 1909-1914s - active extensive development; decline in the number of references to provincial cities in 1915-1916 associated with the events of the First World War) and rank the regions depending on the level of development of cinematography. The most significant topics in the development of provincial cinema have been identified, these are general issues of the functioning of cinemas; political action in relation to cinema; education; emergencies; charity.
