Аннотация: Вопросы наиболее рационального использования земельного фонда являются актуальными даже в стране, занимающей наибольшую в мире площадь. С учетом того что в России основная часть земель, представляющих высокую хозяйственную ценность, расположена на достаточно небольшой доле ее общей площади, эффективное использование земельного фонда является необходимым условием развития сельского и лесного хозяйства - отраслей природопользования, непосредственно связанных с использованием биологического потенциала почвы. Кроме того, с учетом наблюдающихся и перспективных изменений климата данный вопрос будет обретать всё более высокую значимость для социально- экономического развития страны, поскольку многие земли, на которых велась активная хозяйственная деятельность, выпадут из оборота, но станут доступными для освоения те участки, на которых землепользование прежде не имело смысла. В этом контексте одним из ключевых вопросов является тема использования заброшенных заросших лесами земель сельскохозяйственного назначения. В настоящей статье будет дана оценка состояния проблемы, проанализированы возможные последствия от принятия новых мер отраслевого регулирования и предложены решения, которые могут способствовать более эффективному использованию земель сельскохозяйственного назначения. The issues of the most rational use of the land fund are relevant even in the country with the largest area in the world. In Russia, most of the lands of high economic value are located on a sufficiently small proportion of its total area, the efficient use of the land fund is a necessary condition for the development of agriculture and forestry, sectors of nature management directly related to the use of the biological potential of the soil. In addition, given the observed and prospective climate change, this issue will become increasingly important for the socio-economic development of the country, since many lands on which active economic activities were conducted will fall out of circulation, but those areas on which land use did not make sense before will become available for development.In this context, one of the key issues is the use of abandoned forested agricultural land. This article will assess the state of the problem, analyze the possible consequences from the adoption of new measures of sectoral regulation and propose solutions that can contribute to a more efficient use of agricultural land.
