Аннотация: The innovative nature of economic development in the Krasnoyarsk region has caused a growing imbalance in the structure of demand and supply of labor force in local and regional labor markets, and thereby revealed gaps in the qualitative and quantitative parameters of demand for professional competencies of labor force. Regional labor markets are key factors that determine the pace and nature of economic change, which can be technological or innovative, while the current arrangements for the management of the labor markets are focused on closing gaps, maximizing balance and efficient use of the region’s existing resources and economic development reserves. The complexity of solving this problem is due to the lack of a logical research algorithm and methods for identifying and measuring qualitative gaps between supply and demand in labor markets. The purpose of the study – to develop and test methods for measuring qualitative gaps between supply and demand for professional competencies of labor force in the regional labor markets. In this study, we used content analysis, comparison and semantic analysis methods to identify groups of professions with the highest probability of gaps between supply and demand of professional competencies, as well as subgroups of professions with a long period of filling vacancies and a high stress index. The gaps are assessed by comparing the competencies contained in The Federal educational standards and labor functions in accordance with The Professional Standards. To determine the size of the gaps, we use the “specific share of labor functions, according to which the compliance of competencies is established due to The Federal educational standard”. As a result of the research, we determined the threshold of the “specific share of labor functions, according to which the compliance of competencies is established due to The Federal educational standard”. In case of the value exceeding, the gap between supply and demand of professional competencies is classified as “significant”. The methodology was tested by comparing the professional competencies contained in The Federal educational standard (FSES) of the bachelor’s degree 38.03.02 “Management” (training profile “Marketing”) and the Professional standard (PS) 08.035 “Marketer” (level of training 6). © 2021, Springer Nature Switzerland AG.
