Empirical Analysis of Imperfections in Innovative Systems of Resource and Nonresource Regions of Russia

Аннотация: Abstract—: To assess the innovative activity of companies depending on their reaction to imperfections in regional innovation systems requires a study that takes into account regional specialization. This is due to the low level of study of the problem in the domestic and foreign literature. The use of foreign experience in analyzing systemic imperfections in innovative systems makes it possible to classify imperfections, identify the reasons for their occurrence, and determine the choice of model of the innovation process for actors of innovative activity, but at the same time it is insufficient for managing imperfections. Foreign researchers have found that differences in the structure and interactions within regional innovation systems associated with the trajectory of their technological development hinder the development of a unified approach to national innovation policy, since the regional level is ignored. Therefore, it is important to focus on the regional aspect of the study: Russian regions with different specialization of the economy are in the same macroeconomic and institutional conditions, but they form the regional product and show innovative activity in different ways. The aim of this study is to test hypotheses about differences in assessing imperfections in innovation systems by business representatives of two groups of regions: the regions with specialization on raw materials (resource regions) and the regions with other specialization of economy (nonresource regions). Also, we intend to analyze the impact of this assessment on the innovative activity of the entrepreneurial community. The study was empirical in nature and based on a telephone survey of representatives of 500 commercial organizations, of which 53.8% operated in resource regions and 46.2% in nonresource regions. Insignificant discrepancies were revealed in the assessment of imperfections of regional innovation systems by business representatives of resource and nonresource regions. This indicates that the problem of the low level of development of market institutions in the country is common to both. Significant differences are attributed to the patterns of the innovative interactions of actors and lie in the area of social capital. The hypothesis about the influence of assessment of the degree of systemic imperfections on the choice of business in favor of innovative activity has not been confirmed: when making a decision to introduce innovations, entrepreneurs are guided primarily by the interests of the company and do not take into account imperfections of innovation systems. The research results can be used in developing national and regional innovation policy, including for regions with different specializations. © 2021, Pleiades Publishing, Ltd.
