Аннотация: In the article the concept of the latent potential of the urban area, which represents the amount of unrealized infrastructure capacity and hidden investment potential. It is proposed to use the method of integral evaluation of hidden potential of urban areas on the basis of the valuation by the level of comfort, which is based on the definition of a target value of the cost of 1 square meter of housing. Also in the article the developed algorithm taking into account the hidden investment potential in the formation of investment projects of development of residential urban areas.
