Аннотация: Indicators of quality of education services (master degree programmes) are determined and used for evaluating these services by consumers. Special attention is given to the trend towards degradation of the quality of higher education services in master degree programmes as reported by many Russian researchers and developing valid tools for quality evaluation by consumers is highlighted. A definition of quality of education services is given. External and internal factors that affect quality of education services are identified. Indicators of the quality of education services are determined and evaluation methods are described and compared. The indicators include educational technology, organisation of the educational process, teaching staff competence, and library resources. Consumer evaluation of the quality in master degree programmes in Siberian Federal University was conducted using the Fishbein's model adapted for the purposes of the study. The research showed that both consumers (master students) and experts (teachers) consider "teaching staff competence" to be the most important indicator of education services quality and rated the existing master programmes the highest by this indicator. Detailed statistical data for all indicators are given. An adapted version of the Fishbein's model has been approbated in Siberian Federal University and can be used to assess the quality of education services in master degree programmes in the field of management and economics, and develop proposals for improving them. © ECIAIR 2020.All right reserved.
