Аннотация: Increasing global risks in the field of water use increases the urgency of solving regional problems in this area of economic activity. Low water use efficiency, unacceptably low quality of drinking water in water management systems, unsatisfactory condition of the most significant exploited natural water bodies are primarily due to the fact that the country's water industry for a number of signs remains at the level of development characteristic of the middle of last century. The reduction of basic indicators of regional development for presentation in a single information system is a complex task, the solution of which is limited, on the one hand, by the heterogeneity of data series, on the other hand, by different forms of representing the indicators themselves in the form of both qualitative and quantitative values. In addition, the change period of each indicator is different. The task of the study is to identify and assess the basic indicators of regional water use as one of the components of a single socio-natural-man-made system. The basic indicators were evaluated on the example of industrial agglomerations of Siberia: the Krasnoyarsk Territory and the Kemerovo Region, considered as pilot regions for developing the concept of socio-natural-man-made systems. The indicators of the state of surface waters are grouped according to four criteria based on indicators of sustainable development of the S-N-T system and reflect the range and nature of their changes from 2005 to 2015. The selection and evaluation of basic indicators is the first step in the task of assessing the risks of sustainable regional development.
