Аннотация: The author analyzes the measures taken to combat the high cost of public self-government bodies of the city of Krasnoyarsk Yenisei province during the First World War. It is shown that the city authorities have taken almost all possible measures to solve the food problem. However, legal restrictions fettered the initiative of cities in addressing the problems caused by wartime and the budget deficit did not allow widely deploy their own wholesale trade. Financial difficulties, the decline in living standards have led to increased social unrest. In the context of the war intensified social inequality that citizens perceived as social injustice, considered the power in general, and local city office specifically responsible for the hardships that they had to endure.
