Аннотация: The article discusses various approaches to the problem of marginal urban areas. The term "mar- ginality" was introduced by R. Park in 1928 and is used to refer the social situation, characterized by an exclusion from the basic social relations. Accordingly, the marginal urban areas are isolated areas, situ- ated at the periphery of the social and cultural processes taking place in the city. Isolation from the cen- ters of the urban activity is making criminal behavior the most affordable way to self-realization. The norms of acceptable behavior within these closed areas are quite different from the generally accepted.The concept of "marginality" of urban areas is always relative. There is a differentiation in terms of prestige areas in each city. The question of the relation "center" – "periphery" is one of the key over of the century. Proper social planning allows to control the processes of marginalization territories and prevent extreme forms of social exclusion.
